Методы и ресурсы повышения качества управления потенциалом высокотехнологичного развития предприятия

Abstract

Статья посвящена определению методов и ресурсов повышения качества управления потенциалом высокотехнологичного развития (ВТР) предприятия. Актуальность темы исследования вызвана необходимостью изучения и определения методов решения проблемы недостаточного качества управления процессами формирования и развития высокотехнологичного промышленного производства (ВТПП).В статье представлена система элементов управления потенциалом высокотехнологичного развития в расширенном диапазоне технологий промышленного производства: конкурентоспособной модернизации, низко-, средне- и высокотехнологичного промышленного производства. Такая система включает в себя факторы, ресурсы и активы, обеспечивающие достижение необходимого уровня технологичности развития, и показатели, позволяющие его измерить. Отличием системы является возможность оценки взаимодействия между факторами и показателями, воздействующими на степень достижения установленного уровня ВТР. Предложенная системная карта потенциала высокотехнологичного развития позволила выявить соподчиненность подсистем, ресурсов, активов и инструментов, дающих возможность измерить их результативность и эффективность. Авторами уточнены определения понятий «потенциал ВТР», «исследовательские ресурсы», «политические ресурсы», дополнен перечень показателей высокотехнологичного развития такими характеристиками как «скорость внедрения высоких технологий в производственный процесс» и «степень использования высоких технологий в производственном процессе».Конкретизация авторами процесса управления потенциалом высокотехнологичного развития даст возможность повысить его качество. Научная ценность результатов заключается в развитии представления о потенциале ВТР, что позволяет более обосновано использовать его в интеграционном механизме с целью достижения компромисса целей инновационности и эффективности. Практическая значимость управления преобразованием ресурсов и активов в потенциал ВТР промышленного предприятия и его использования для формирования и развития ВТПП достигается в предложенном механизме сбалансированного управления на основе методов интеграции расширенного комплекса диверсифицированных ресурсов, учета и оценки влияния фактора импортозамещения, обеспечения сопоставимости затрат, связанных с ВТР. This article is devoted to the definition of methods and resources for improving the quality of management of high-tech development (HTD) potential of an enterprise. The relevance of the research topic is caused by the need to study and determine methods for solving the problem of insufficient quality management of the processes of formation and development of high-tech industrial production (HTIP). The article presents a system of elements for managing the potential of high-tech development in an expanded range of industrial production technologies: competitive modernization; low-, medium and high-tech industrial production. Such a system includes factors, resources and assets that ensure the achievement of the required level of technological development, and indicators that allow it to be measured. The distinguishing feature of the system is the possibility to assess the interaction between factors and indicators that affect the degree of achievement of the established level of HTD. The proposed system map of the potential for high-tech development allowed to identify the subordination of subsystems, resources, assets and tools that make it possible to measure their effectiveness and efficiency.The authors clarified the definitions of the concepts of “HTD potential”, “research resources”, “political resources”, and supplemented the list of indicators of high-tech development with such characteristics as “rate of introduction of high technologies in the production process” and “degree of use of high technologies in the production process”.Specification by the authors of the high-tech development potential management process will make it possible to improve its quality. The scientific value of the results lies in the development of the idea of the potential of HTD, which makes it more reasonable to use it in the integration mechanism in order to achieve a compromise between the goals of innovation and efficiency. The practical importance of managing the transformation of resources and assets into the potential of the HTD of an industrial enterprise and its use for the formation and development of the HTIP is achieved in the proposed balanced management mechanism based on the methods of integration of an expanded complex of diversified resources, accounting for and assessing the impact of the import substitution factor, and ensuring the comparability of costs associated with HTD.
