Формирование стратегии развития умных городов субъекта РФ

Abstract

Введение. На сегодняшний день как в мире, так и в нашей стране нет единого понимание того, что собой представляет умное управление и какие цели и задачи оно должно реализовывать для повышения качества жизни населения городов и общей эффективности деятельности органов государственной власти, использующих алгоритмы такого управления. Цель исследования. Предложить комплекс научно-практических положений и рекомендаций по вопросам формирования стратегии умного управления городскими муниципальными образованиями в регионах страны. Материалы и методы. В составе материалов и методов следует указать на анализ теоретических положений и практических результатов внедрения умного управления в городах различных стран, а также нормативной базы, на которой базируются отечественные разработки в области умного управления городами. Результаты. В статье обосновываются основные научные положения и рекомендации по формированию стратегии развития умных городов для субъектов Российской Федерации, включающие: необходимость ориентации данной стратегии на первоочередные нужды и жизненноважные проблемы конкретных городов; обеспечение взаимоувязки стратегии отдельных городов региона с целями и направлениями развития региона; формирование развития города на базе комплекса взаимосвязанных показателей, определенных в рамках единой стратегии. Для успешной реализации стратегии развития умных городов отдельных субъектов РФ сформулированы принципы и требования к построению системы умного управления. Показаны функциональные особенности элементов этой системы управления. Заключение. Создание и внедрение умного управления городами для отдельных субъектов РФ должно, как правило, обеспечивать как повышение эффективности деятельности органов государственной власти региона и муниципалитетов, так и повышение качества жизни населения. Формирование стратегии развития умных городов в субъектах РФ целесообразно осуществлять на основе научных положений и рекомендаций, представленных в данной статье. Introduction. Today, both in the world and in our country, there is no single understanding of what smart management is and what goals and objectives it should implement to improve the quality of life of the population of cities and the overall effectiveness of government bodies authorities using algorithms for such control. Aim. To offer a set of scientific and practical provisions and recommendations on the formation of a smart management strategy for urban municipalities in the regions of the country. Materials and methods. As part of the materials and methods, one should point out an analysis of the theoretical principles and practical results of the introduction of smart management in cities of various countries, as well as the regulatory framework on which domestic developments in the field of smart city management are based. Results. The article substantiates the main scientific provisions and recommendations on the formation of a smart city development strategy for the constituent entities of the Russian Federation, including: the need to orient this strategy to the priority needs and vital problems of specific cities; ensuring coordination of the strategy of individual cities in the region with the goals and directions of development of the region; the formation of the development of the city on the basis of a set of interrelated indicators defined in the framework of a single strategy. For the successful implementation of the development strategy of smart cities of individual constituent entities of the Russian Federation, the principles and requirements for building a smart management system are formulated. The functional features of the elements of this control system are shown. Conclusion.
