Подход к повышению эффективности управления экономическим развитием регионов России на примере Челябинской области

Abstract

Введение. Обобщающий показатель «валовой региональный продукт» (ВРП) является мерой экономического развития региона и совместно с показателями других регионов формирует «валовой внутренний продукт», которым определяется экономическое развитие страны. В работе рассматривается модель увеличения валового регионального продукта за счет активизации развития предприятий. Цель исследования. Построение механизма повышения эффективности региональной экономики за счет увязки мероприятий по развитию региональных предприятий и приоритетов Стратегии развития региона. Для этого проведена разработка модели агрегирования финансовой информации предприятий в макроэкономические показатели региона. Материалы и методы. Используются имитационные модели макроэкономических показателей региона в увязке с финансовыми показателями предприятий. Аналитическая запись математической модели позволяет поставить и решить обратную задачу расчета необходимых значений параметров управления для достижения целевых показателей роста ВРП. Для обработки финансовой информации предприятий используются методы обработки больших массивов данных. Результаты. Построена модель в матричном виде, увязывающая рост ВРП, финансовую отчетность региональных организаций и оценки повышения эффективности по основным финансово-экономическим показателям. Проведены расчеты возможности вклада в ВРП на примере Челябинской области для консервативных оценок повышения эффективности региональных предприятий. Разработанная модель позволила оценить достижение целевых показателей Стратегии развития Челябинской области. Заключение. Данный подход позволяет объединить макро- и микроэкономические подходы и проводить моделирование региона как несколько уровневой системы. Предложенная модель является типовой и может применяться для анализа и ускорения развития других регионов страны. Introduction. Resumptive indicator “Gross Regional Product” (GRP) is a measure of the region’s economic development and, together with indicators of the other regions, forms “Gross Domestic Product”, which determines the country's economic development. In the article, we consider a model of increasing GRP by the boost of enterprises’ development. Aim. To design a mechanism dedicated to increase the efficiency of the regional economy by linking measures directed to develop regional enterprises with priorities of the Regional Development Strategy. For this, a model to aggregate financial reports of the enterprises into macroeconomic indicators of the region was developed. Materials and methods. We use simulation models of macroeconomic indicators of the region in conjunction with financial indicators of the enterprises. The analytical form of the mathematical model allows to pose and solve the inverse task of calculating the necessary values of the control parameters required to achieve the target level of GRP growth. To process the financial statistics of enterprises, a big data processing method is used. Results. The model, constructed in a matrix form, links the growth of GRP, financial reports of regional enterprises, and estimations of the increase in efficiency of the main financial and economic indicators. Using the example of the Chelyabinsk region, we calculated possible contribution to GRP with conservative assessments of improving the efficiency of regional enterprises. The developed model made it possible to assess the possibility of achievement of the target indicators of the regional development strategy. Conclusion. This approach allows to combine macro- and microeconomic approaches and to model a region as a multilevel system. The proposed model is typical and can be used to analyze and accelerate the development of any other region of the country.
