Формирование стратегии социально-экономического развития субъекта РФ в современных условиях

Abstract

Введение. Если до 90-х годов вопросы социально-экономического развития субъектов РФ достаточно жестко координировались и контролировались из Центра, то впоследствии федеративное начало в управлении государством дало возможность регионам проводить собственную социально-экономическую политику в зависимости от складывающихся ситуаций. Тем не менее за прошедшие тридцать лет развития регионального управления в нашей стране проблемы социально-экономического развития субъектов Российской Федерации до сих пор нуждаются в более эффективных подходах, моделях и алгоритмах. Целью исследования является формирование стратегии социально-экономического развития отдельных субъектов РФ в современных условиях. Материалы и методы. В составе материалов и методов можно указать на анализ подходов, методов и моделей социально-экономического развития регионов, представленных в научно-технической литературе, а также результатов их внедрения в практику управления субъектами РФ. Результаты. В статье обосновываются основные научные положения и рекомендации по формированию стратегии социально-экономического развития регионов Российской Федерации. В том числе разработан комплекс научных положений, позволяющих осуществлять совершенствование управления социально-экономическим развитием тех или иных регионов в зависимости от складывающихся там социально-экономических ситуаций. Заключение. Формирование стратегии социально-экономического развития субъектов РФ целесообразно осуществлять на основе научных положений и рекомендаций, упомянутых в данной статье в привязке к местным специфическим особенностям конкретного региона. Introduction. If until the 90s the issues of socio-economic development of the constituent entities of the Russian Federation were rather tough, then they had to be monitored and controlled from Central Europe, and then at the federal level in management in order to be able to use socioeconomic policy depending on the emerging situations. The problems of the existence of the s ocio- economic development of the constituent entities of the Russian Federation still need more e ffective approaches, models and algorithms. Aim of the study is to form a strategy for the socio-economic development of individual subjects of the Russian Federation in modern conditions. Materials and methods. As part of the materials and methods, one can point to the analysis of approaches, methods and models of socio-economic development of regions presented in the scientific and technical literature, as well as the results of their implementation in the practice of managing the subjects of the Russian Federation. Results. The article substantiates the main scientific provisions and recommendations for the formation of a strategy for the socio-economic development of the regions of the Russian Federation. In particular, a set of scientific provisions has been developed that allow for the improvement of the management of the socio-economic development of certain regions, depending on the socioeconomic situations developing there. Conclusion. It is advisable to form a strategy for the socio-economic development of the constituent entities of the Russian Federation on the basis of scientific provisions and recommendations mentioned in this article in relation to the local specific features of the region.
