Аннотации:
В статье рассматриваются этапы становления милиции Екатеринбургской губернии в 1919 г. Подробно характеризуется структура милиции, кадровый состав, вопросы снабжения и экономическая составляющая. Автор отмечает, что до появления в сентябре 1918 г. первых инструкций, формирование милиции осуществлялось местными властями на свое усмотрение. Особое внимание уделено вопросам снабжения милиции. До конца 1919 г. обеспечение сотрудников милиции
униформой, снаряжением и вооружением не было организовано в должной степени. По причине тяжелой экономической ситуации финансовые расходы на милицию были минимизированы. Например, в некоторых районах заработная плата не выплачивалась на протяжении трех-четырех месяцев, а командировочные расходы оплачивали сами милиционеры. В завершении автор делает выводы, о том, что до конца 1919 г. милиция Екатеринбургской губернии не была способна вы-

The structure of the police force, staffing, supply issues and the economic component is detail characterized. The author describes in detail the structure of Yekaterinburg province authorities order, paying attention to the triple submission. Provincial militia was subordinate to the chief militia of Republic in the face of the boars and at the level
of the province it was controlled by the provincial management Apartment and Provincial Emergency Commission (EC). Special attention is paid to the structure of the work of Criminal investigation, which in the first stage was a separate organization that was not a member of militia.Special attention is paid to the questions of militia`s supply. Until the end of 1919, the supply of uniforms, equipment and weapons was not established. Due to difficult economic situation, the financial cost of militia was a minimal. At the end of the article the author makes the conclusion, emphasizing that until the end of 1919, Yekaterinburg province’s militia was not capable of performing the functions on protection of a public order and rule of law.
