Государственная политика в сфере науки и высшего образования в 1975—1985 гг.

Abstract

Актуальность вопроса управления сферой науки и высшего образования подтверждается новой реорганизацией соответствующего ведомства, проведенной в мае 2018 г. Проблемы, с которыми сталкивается современное государство при формировании интеллектуального потенциала, возникли еще в позднесоветский период. В статье анализируются причины их появления, рассматриваются меры государства по их устранению и определяется результативность выбранных действий. На основе источникового анализа предпринята попытка выявления дипропорций государственной политики в сфере науки и высшего образования в указанный период. Особое внимание в исследовании уделяется выявлению приоритетных для государства направлений в экономике и их связи с вузовской наукой. Показана потребность государства в создании комплексного механизма согласования потребности экономики в кадрах с масштабами и направлениями профессиональной подготовки специалистов. Показана взаимосвязь современной государственной политики в сфере науки и высшего образования и мер, предпринятых руководством СССР для выхода на новый этап НТР. The relevance of a question of management of the sphere of science and the higher education is confirmed by the new reorganization of the relevant department which is carried out in May, 2018. Problems which the modern state when forming intellectual potential faces have arisen during the late Soviet period. In article the reasons of their emergence are analyzed, measures of the state for their elimination are considered and the effectiveness of the chosen actions is defined. On the basis of the istochnikovy analysis an attempt of identification of diproportions of state policy in the sphere of science and the higher education during the specified period is made. Special attention in a research is paid to identification of the directions, priority for the state, in economy and their communication with high school science. Requirement of the state for creation of the complex mechanism of coordination of requirement of economy for shots with scales and the directions of vocational training of experts is shown. The interrelation of modern state policy in the sphere of science and the higher education and the measures taken by the leadership of the USSR for an exit to new stage scientific and technological revolution is shown.
